As a ham who has participated in a small share of emergency communications, I can say that these guys are a bit overwhelmed. They definitely need more bandwidth to communicate, and they definitely need more control over people and resources. They’ve got fuel trucks driving around the city because they were sent down there by someone. Once they got there, they didn’t know where to go, or what to do. The last thing they wanted to do was sit there and do nothing, so they’re just driving around waiting. They’ve got helicopters trying to inform C-130s that they may be on a collision course, through the FEMA channels! Scary.
